    "content": "Finally, there is a clause in this Bill that says that the Cabinet Minister for the National Treasury can stop money from going to the counties. If that is made into law, you must show us why it is in the Bill. Parliament has that responsibility. No one should take it away from this august House. I am a bit antsy on this particular issue."
