    "content": " Hon. Speaker, I second this Motion because we will have three votes. We will vote at the Second Reading, the Committee of the whole House and at the Third Reading and all require a specific number of Members present and voting. The time is 5.26 p.m. and I want to plead that after this you make a communication that by 6.00 p.m. we are taking a vote. We can then just have a few Members to contribute and then call the other Members to take a vote so that we can end this Sitting. Today is Thursday and we do not want to keep them in Nairobi forever. I want to request you to ask Members to take a vote at 6.00 p.m. Let us just allow a few Members to contribute."
