"content": "Mr. Speaker, Sir, thank you for giving me this opportunity. Sometime ago â two years I believe â there was a governance project called the Governance, Justice, Law and Order Sector Programme (GJLOS), which was foreign funded. I am made to understand that almost Kshs2 billion was allocated to cross-cutting Ministries, including the Ministry of State for Immigration, Ministry of State for Provincial Administration and Internal Security, Ministry of Justice, National Cohesion and Constitutional Affairs and Ministry of Home Affairs, amongst others. Mr. Speaker, Sir, I am given to understand that almost Kshs1.2 billion from donors was returned because of lack of absorption capacity by these various Ministries. Is the Prime Minister aware of this and what action can he take against the various heads who signed performance contracts to make sure that reforms were effected in the GJLOS sector?"
