    "content": "Thank you, Mr. Speaker, Sir, for giving me this opportunity to contribute to this Bill. There has been a lot of debate on whether it is the right time to change the Constitution. For some of us, there is no right time to change the Constitution. There is no better time than now. I would like to go down the history lane, in the days when some of us were in the opposition. For 10 years, my county of Embu only received Kshss15 million for development. Those are some of the things that we cannot forget. In 2003, we got respite when the Constituencies Development Fund (CDF) was introduced and we saw some development through it.
