    "content": " Madam Deputy Speaker, you can be rest assured that this is to congratulate and thank those who participated, which is almost everybody in this House. As has been said by Sen. Mutula Kilonzo Jr., there was a high participation rate. Only two Senators did not participate. So, I thank all the Members even those who did not support the Bill. I know that down in their hearts, they know that this is a good Bill. They definitely voted with us even though they voted “No”. You can already say let the majority have their way and the minority also have their say. That is a good principle for this House."
