The Assistant Minister has said that one of the ways of managing such a deficit is to engage in expenditure cuts and avoid projects that are not going to start in the name of budget rationalisation. Does the Ministry believe in their budget as they present and also, that at some point they want to engage in budget rationalisation through budget cuts and through avoidance of projects that are already in the budget, and yet Kenyans are looking forward to their implementation?"
