    "content": "Mr. Deputy Speaker, Sir, we fully believe in the budget that we present to Parliament, but there are many factors that affect the non-implementation of projects, including very long procurement procedures, some of them involving even litigation which then delay the implementation of these projects. We reallocate funds because of unforeseen circumstances and the other reasons are the emergencies. For instance, we have to divert money to deal with emergencies such as floods which have now destroyed a lot of infrastructure. We have to find ways of cutting on some of our current expenditures, not necessarily projects, but we have to adjust our budget in order to meet some of these emergencies which were not foreseen. There is nothing to show that we do not believe in the budget we present here."
