    "content": "conduct of public collections; (xiv) review applications submitted to it under section 34; (xv) promote the establishment of endowment funds and such other funds and investments that may provide sustained incomes for the benefit of the public; (xvi) monitor the implementation of, and enforce the provisions of, this Act; and (xvii) perform such other functions as may be necessary for the implementation of the provisions of this Act. The reason is that the implementation of the Bill at the county level should be done by the authority and not the County Executive Committee as we had done before. That is the reason why we have proposed the amendments."
