    "content": " Hon. Temporary Deputy Chairman, I beg to move: THAT, the Bill be amended by deleting clause 28 and inserting the following new clause. Refusal to issue 28. (1) The National Committee or the relevant County Policing licence. Authority may refuse to issue to an applicant, a licence to conduct a public collection where— (a)the application for a licence does not comply with this Act; (b) the applicant — (i) is an undischarged bankrupt; or (ii) has been found guilty of an offence under this Act; Again, this is to bring in the National Committee. It was a typo error."
