    "content": "Mr. Deputy Speaker, Sir, the Act is very clear that if you need to change an account, there must be a minute by the CDF committee to that effect. As soon as there is a minute, you will require a letter from the Minister. So, the letter from Minister, plus the CDF committee minutes, must be forwarded to the bank before an account is opened. If you follow that procedure, I do not see how you will have a problem. Furthermore, I have not had any hon. Member coming to me to complain that he has had a problem to that effect."
