    "content": " I think there is a difference which needs clarity. Will we not be taxing the money collected by those who have been donated to, or it is the people who are donating who will not be taxed. For me I think both sides should be covered but mostly those who are receiving. I want you to understand because it will go along way. We receive international donations especially for persons with disabilities. The problem is that some of these donations are overtaxed to an extent that the donor feels there is no need to donate again. I do not know if the person getting donations should not be taxed or the donor. If it is the donor like Hon. Millie Odhiambo has said, how we will know because all of us do not give equally. How will we know what Hon. Millie gave to the constituents so that we know what to tax or not tax?"
