    "content": "As we talk about the bad things that should not find their way to the market, we should also be looking at the good things that should find their way to the market. So in this Bill, as we penalise the illegal substances, we also need to start making a distinction between what is illegal, what is harmful and what should be legal and is not harmful. What the esteemed ranking Member, Hon. Maoka Maore has said is important to this House. There should be a distinction between what is called marijuana and industrial hemp. These are two extremely different issues that should be distinguished so that as we ban what is illegal and harmful, we also should find a legal way of getting the very legal things that are useful to market."
