    "content": "Therefore, this Bill will give the rights and responsibility of both the family and the surrogate mother and all that. In Africa, a child that you have carried in your womb, whether the sperm or the egg came from someone else, will definitely be called your child and you will have some attachment. For this child you have given out there, it could bring a lot of stigma. Many couples or willing surrogate mothers may not want to go through the process because of the stigma that may be associated with it. This Bill tries to sort out that issue."
