    "content": "This Bill broadly has 87 clauses. It is now a comprehensive Bill encompassing what was there in 2013 and the amendments that were there in 2017 which was bringing in the issue of counties. The Bill was passed by this House and subsequently taken to the Senate. The Senate brought it back with amendments and it went for mediation. In between the waiting period to discuss the mediated version of the Bill, it became clear that there were still some other issues that needed to be amended.
