    "content": "Mr. Speaker, Sir, this country will not operate on the whims of overzealous and extended heads of agencies. It shall only be run by the supreme law of the land and statutes passed by Parliament. In the absence of both, it shall be guided by rules of law. At the rate that we are going, I do not believe that we shall be serving any justice to victims. What we are doing is simply ruining the careers and lives of respected members of society and wananchi at large."
