"content": " Thank you, Hon. Deputy Speaker. I rise to support the Report of the Committee on the exemption. Just to put it on record, in the first instance, as a country, we have already signed up to give these exemptions. So, Parliament is only ratifying what was already agreed as a condition for the grants. The logic is very clear. If the Japanese Government is giving to Kenya a certain amount of money as a grant or concessional loan, you cannot then seek to profit from the same grant by taxing the services that are being provided as part of the operationalisation of that grant by Japanese companies. The grants or loans agreement have provisions for certain services and goods to be sourced in Japan, and the companies or consultants involved pay their taxes in Japan.
