This is a very important Bill even though I have identified a number of gaps, which I will be intending to bridge by bringing in amendments during the third reading. I say so because it is very important. Public private partnerships have always been used to siphon money. I am aware we must disclose the amount of money that both parties are putting in. Hon. Temporary Deputy Speaker, I am aware that there is a project somewhere that was done by some foundations from Holland. I saw the County Government of Bungoma owning it by saying that they are the ones who put up that building."
