    "content": " Thank you, Hon. Temporary Deputy Chairman. I support the proposal by the Committee because I was worried that we are criminalising the users when the people we should be targeting are the dealers. I also thank the Committee for going further and looking into treatment and rehabilitation because this is a very big problem affecting our communities. That is my only concern with this one. Otherwise, there are other serious sentences and if they are left that way, I will be very happy. Let them go for life and be given fines of Kshs1 billion because they are killing our children."
