    "content": "The justification thereof being the proposed new definitions are essential in the interpretation of terms as used in the Act. For example, the definition of the “Cabinet Secretary’’ as there is need to task the Cabinet Secretary in the Ministry of Interior and Coordination of National Government to implement the Act. The new Subsection 2 is to provide for the use of the term “Cabinet Secretary” to be synonymous with the term “Minister” as used in the Act."
