    "content": "I thought you must give value for money when awarding tenders. Had we awarded the company whose bid was Kshs9.2 billion, we would have saved Kenya Kshs700 million. Kenyans are likely to lose over Kshs700 million because of ignorance, negligence or lack of due diligence by the Ministry of Water, Sanitation and Irrigation. I heard the PS say we were in a hurry to implement that project, but at the end of the day, we should look at the value that the taxpayer will get."
