    "content": "Mr. Speaker, Sir, first of all, I was wondering what the point of order was until Sen. Mutula Kilonzo Jnr., concluded by saying that we need your direction on the two reports. I was a Member of the Committee and part of the team that considered this Report. We considered the Report thereafter because the work had been done before we were put in that Committee. It occurred to us that the case of the street children was a Petition and there is a manner in which the Senate handles Petitions. That is why we went ahead and said we could not countermand the decisions of a different Committee of the House in oversighting that responsibility."
