"content": "Secondly, in my understanding, development is urbanization of rural areas. I believe that development is the responsivity of both national and county governments. I therefore believe that the national Government must expedite and avail support to all counties, because it is the wish of every county to have a city. I would be glad to be associated with and identify as a resident and a person born and bred in Migori City. I am sure that Sen. M. Kajwang’ would like to be born or be a resident of Homa Bay City. The responsibility of the national Government is to allocate more resources to counties, particularly for urban support projects, so that we have many more cities. That would halt rural to urban migration, and strengthen devolution."
