    "content": "the matter of transfer of assets and liabilities of defunct local authorities; a matter that had been assigned to the Intergovernmental Relations Technical Committee but is yet to be concluded. The Committee is also looking at the matter of disbursement and oversight of conditional grants, a task that it will do closely with the Committee on Finance and Budget. We take note that there has been some improvement with a separate Bill that has been generated for conditional grants. We are also looking at policy and legislation to strengthen regional blocs and the implementation of the report on Capacity Assessment and Rationalization of the Public Service (CARPS). We are also working on the devolution conference which will be held later in the month of August in Makueni County. Madam Deputy Speaker, that is the report of the Committee for the period.
