    "content": "It is important to train these people. When county assemblies appear before our committees some of them have no clue even on basic accounting skills. In the breakdown of funds sent to county assemblies, there is a Kshs11 million figure for internal audit. There is about Kshs635 million for training and Kshs8.3 billion divided among the 47 county assemblies, for operational expenses. If county assemblies do not receive their money, do you think they will prioritise training of their staff? Will they be able to allocate any money for audit committees? They will not. In fact, most of them will be making sure they get their salaries. Right now, they are not."
