    "content": "Mr. Temporary Speaker, Sir, the fisheries sector in Homa Bay County has collapsed. The fish processing plants that were put up by private players have now been turned into warehouses. The county government has not made any tangible effort to revive the fisheries economy. The only thing they have done is to license operators from China and the USA to put up cages in the lake from which they extort tolls and do nothing to empower the local communities."
