    "content": "Mr. Speaker, Sir, the import of this proposed amendment is to ensure that the counties have a role in the management of their land. It is meaningless, and it has been argued previously in amendments moved by my colleagues, to have devolution and at the same time, all the land is managed from Nairobi by the national Government and a new juggernaut called the National Land Commission (NLC). We are decentralising, but it is strange that at the same time, we want to take away land and give it to a new group."
