It is true that we need devolution and we need the counties to manage their resources, but history will judge us and show that we are trying to create enclaves and the fear expressed that people may suffer is not far-fetched. So, we would rather devolve and let land, as emotive as it is, be managed by the Central Government. I oppose the amendment."
