    "content": " Mr. Speaker, Sir, this is one of the very important amendments to this document and I stand to support it. Article 62 defines public land. Then Article 62(2) goes ahead to vest land on county governments. But the same sub-section goes ahead to negate the very spirit of devolution. It will be very unfair for the counties to own the land, manage it, but the right of ownership is taken away by the NLC. So, I support the amendment."
