Deputy Speaker, the Committee notes that without a comprehensive strategy by the National Treasury to enhance revenue collection, it is unlikely that the fiscal deficit for the medium term will be attained. Notably, continuous expansion of fiscal deficit has put the country off the trajectory towards EAC convergence criteria which targets, among other criteria, a ceiling on fiscal deficit including grants at 3 per cent of the Gross Domestic Product by 2021.
