    "content": "On the issue of the State Department for Devolution, I urge the House to consider funding emergencies. Since Independence, for the first time, there is no fund for emergencies. In case there are floods or drought, every Member of Parliament will have to go to their pockets to look for money. The feeding programmes we have had in counties such as Turkana, where, continuously, say, on a monthly basis have been receiving aid because of drought, have not been budgeted for. We hope, and have proposed, as a Committee, that we can look at some of these areas."
