    "content": "I draw the attention of the House to two observations. One is the issue of the pending bills which is time the Executive and the National Treasury put their feet down and addressed it. Pending bills slow down the economic growth. They also inhibit performance of ministries. You cannot measure the output in our Government ministries and semi-autonomous Government agencies. So it is an aspect the National Treasury should look into."
