    "content": "Mr. Speaker, Sir, I beg to support the amendment. We are restructuring the Government, our systems and also designing different systems. This is because Kenyans said that they wanted to be involved in decision-making in governance, social and economic participation. We are saying that land is a very important resource and the community owns it. Traditional societies own land. So let us give them the chance to manage their own affairs. We have already appreciated a devolved system of government. So, why are we giving with one hand and taking away with the other?"
