    "content": "Mr. Speaker, Sir, I stand to truly support the amendment. We are failing as a country to apply the principle of devolution properly. We have achieved to some degree, the principles of popular democracy but we are failing to add up by applying the principles of popular sovereignty so that this country can be able to move forward. We have failed to understand which assets should belong to the nation and assets belonging to communities. If we take land, national sanctuaries and put them under national assets, then what is left, the communities are allowed to manage. In fact, in the Coast Province, we practice our community rituals but it is now being taken away to the National Land Commission. I think it is unfair. I support."
