Speaker, with regard to modernization of police services, Kshs1 billion has been set aside for purposes of enhancing efficiency and effectiveness of service delivery by police officers. In order to have a policeman who is effective and efficient, there are three key things that have to be considered: He must be trained well to acquire the skills that are required to undertake his functions, he must be well equipped, and his welfare must be taken care of. One of the areas we are looking at is dealing with crime like terrorism, which had been on the rise. Terrorists have become more sophisticated. Therefore, we need to have equipment such as drones in operation areas where terrorists operate. These are risky areas for officers. That element was highlighted by the Committee as key."
