    "content": "As we all know, national security is an enabler. It is meant to support all other sectors. Without a stable security situation, we will have problems because other sectors cannot operate. The Committee also looked at other areas which needed to be enhanced because of the importance of those areas and functions. Police officers face challenges in performing their duties. The issue of their welfare is key. You note that there have been increasing reports of police officers shooting themselves and some of them in institutions where they work and they end up not having psychosocial support which is required to enable them to be counseled and be able to get back to normal life. It was proposed that Kshs40 million be provided to the National Police Service Commission to enable it start the process of establishing counselling centres at regional centres, particularly in Mombasa and other regional areas. This will go a long way in giving psychosocial support to officers who are affected in the line of duty."
