    "content": "Having said this, we are possibly going to swallow that bitter pill because we do not have otherwise. The Government needs revenue so that it can run, and the country needs money so that it can develop. However, there is a trend that is emerging especially through our budget-making process whereby 60 to 70 per cent of the estimates consist of Recurrent Expenditure; that is money which is consumed with no returns. What we are left with is 30 per cent, which we try to distribute to development as a result of which there is very little we can do. What do we have to show for those budgets?"
