    "content": "To reinforce the realisation of affordable housing, we amended the Retirement Benefits Act and mortgage regulations last year to allow members to use part of their accumulated benefits to purchase residential houses. This was to support members of retirement benefit schemes to own homes. In this Budget, I propose to amend the mortgage regulations to allow members to utilise up to 40 per cent or a maximum of Kshs7 million of their accrued benefits to purchase a house under a tenant purchase basis by their pension scheme."
