    "content": " Thank you, very much Hon. Temporary Deputy Speaker for giving me this opportunity to add my voice to this very important Motion. We will definitely support the Report, so that we can do away with and finish with the allocation so that the counties can receive their money. We, however, caution counties that as we allocate these resources, let them follow the directive from the National Treasury to clear pending bills because our people are suffering. The economy is suffocating because of pending bills. Some persons living with disabilities (PLWDs), through what we call Access to Government Procurement Opportunities (AGPO) for women, youth and PLWDs, had been awarded tenders in county governments, but have not been paid. Some of them have ended up in serious poverty. Some have had their merchandise auctioned and some have committed suicide because of the pending bills. So, let them clear the pending bills first.
