    "content": "We also raised the issue of lack of transparency and, again, Members have talked about the role of the Ethics and Anti-Corruption Commission (EACC). We need some other structures even before we go to that level. You cannot have a system that is just based on punishment after the event. We need a system that monitors and corrects things as we go by. So, this is something we need to re-look into. On the process of privatisation, health is suffering and we have to think of ring-fencing the health funds. That is because, once again, those may be among the vouchers which nobody is chasing and, therefore, cannot be serviced."
