    "content": "If the way the counties are being run right now, especially those with second term governors, continues; we might not realise any meaningful development in our counties. The second term governors are aware that it is time for them to save money and make as much as possible and move on. It will be prudent for this House to allocate more funds to the Office of the Director of Public Prosecutions (DPP), the Ethics and Anti-Corruption Commission (EACC) and the Directorate of Criminal Investigations (DCI) and, if possible, devolve those offices to the counties so that they can be effective. The EACC and DPP have lean staff and since we devolved services to the counties, we have, in a way, devolved corruption. This is because corruption has shifted quite a lot from the national Government to the counties. It is time it is looked into so that corruption is curbed."
