    "content": " Mr. Speaker, Sir, I rise to second this amendment. The functions of the Land Commission as enumerated in Article 67 are not different from what the Commissioner of Lands has been doing. The whole purpose of rewriting this Constitution is to be able to redress some of the injustices that have happened in the past. One of those things has been the centralized management and allocation of land. Although we are saying there will be a land commission, we want to have a situation where the Commission or the land within the counties and within communities can be managed by those who are responsible or who own that land. It should not to be managed by the land commission. Since we do not have sufficient time to debate this, the amendment proposed that the functions of the land commission will be clearly spelt in a statute by parliament is quite appropriate.
