    "content": "Hon. Members, we do not seem to have the right numbers but, I can see quite a number of Members coming in. So, let us confirm the numbers and then we can start our business. We are short of 20 members and I can see about 15 of them have come in and so, let us wait a little and then start business. I am trying to see whether it is necessary to have a Quorum Bell but I do not think so because, from where I am seated, I am able to see quite a number of Members walking in. So, we will just proceed."
