    "content": "The issue of pending bills has really been mentioned today. This is a big thorn that is in almost every county government. They insist that money is sometimes delayed by the national Government. When there are funds in the counties, they must allocate them to clear the pending bills of their projects and programmes. This is something that must be done as quickly as possible."
