    "content": "Some of the devolved functions are very critical to our people. We end up doing some of the programmes that should be done by the county governments. For instance, the rural roads that are not maintained by the Kenya Rural Roads Authority (KeRRA) are totally neglected. Despite the little resources that we get through KeRRA on those roads, we construct these roads sometimes."
