Madam Temporary Deputy Speaker, the perception that we have to put everything in the Constitution has gone to the level that we want to put by-laws in the Constitution. We also want to put rules and regulations in the Constitution. That cannot work. Let statutes do their work. The smaller the Constitution the better. How do countries like the United Kingdom operate and yet they do not have these little Constitutions. I oppose."
