Any amendment that you want to make in this Budget Estimates must be done in concurrence with the Executive through the Cabinet Secretary for the National Treasury. Under the presidential system in many other jurisdictions, Parliament is a budget-making House. However, we still have the hangovers of the parliamentary system where the Executive still has a lot of say as far as the budget-making process is concerned."
