    "content": "Part of the issue the Committee made its observation on the EAT Scheme that has been identified to cover 1million households of vulnerable or indigent and we allocated Ksh6 billion has been allocated this time. Unfortunately, I have just seen that in the Supplementary Budget this money will go and this has been caused by delay. Governors have taken one year to give means of indigent for just one million households in this Republic. We allocated the money but unfortunately we have people who cannot benefit."
