    "content": " Thank you, Hon. Temporary Deputy Speaker for giving me this opportunity. As I support this Motion, it is important for us to realise that the budget- making process is a constitutional right and this House has been mandated by the Constitution to go through the process under Article 221. It is very important that this House does recognise its mandate. We must adhere to the Constitution. It has given us a directive as to how we should proceed with the budget-making process. It is sometimes very unfortunate that as part of our constitutional right as Parliament and as enshrined in our Standing Orders, we find it very difficult that what we raise is not taken seriously. The Committees have an opportunity of interacting deeply with the respective ministries and departments.
