    "content": "Talking of the Budget Policy Statement (BPS) that was brought before the Committee and we went through it, we would want to agree that for the first time in many years, there is consistency, concurrence and merging of the estimates and BPS. I want to agree that in as much as we are given ceilings, when these estimates are brought on the Floor of the House; it is important to note the role a ministry plays in achieving its goals and objectives. For example, let us take energy which is one of the biggest enablers of the Big four Agenda or some other important agendas, not only in Kenya but worldwide. The National Treasury should note that the departments which are enablers should be considered particularly when these estimates are being done."
