    "content": "The budget-making process as the Constitution requires should have public participation element. It is important for the Budget and Appropriations Committee to consider when going round for public participation that it is not right to go to two or three constituencies. We need, at least, a third of them so that we can get the feeling of the country and what is required. Some places may require road infrastructure and others electricity. We have different requirements. I think it is important, under the public participation, that the Budget and Appropriations Committee should visit more constituencies or counties as they are doing right now."
